Cleanup of minor account prompt/preference issues

Description
The purpose of this task is to allow for "Don't ask again" checkboxes on some of the more annoying confirmation dialogs, and to reorganize some preference items to more sensible locations. Task #175 is a prerequisite, as it provides the necessary configuration framework changes to enable this functionality.
The subtasks are likely to include:
- Make "show deleted messages" an account-level setting
- Add "Don't ask again" prompts to delete and expunge confirmation dialogs
- Add preferences that get set by the above prompts, and a way to unset them

Decided to keep "show deleted messages" as a global setting, since it also affects local folders and there is currently no separate local folder screen.
Likewise, these other options will be implemented as global settings for similar reasons.
If at some point in the future, account-level versions of these are seriously desired, we'll first need to implement a "Local Folders" pseudo-account configuration section.
